Italy's comeback kid Berlusconi defends Mussolini

Vincenzo Pinto / AFP - Getty Images

Italy's former Prime Minister Silvio Berlusconi, seen giving a speech during a campaign rally in Rome Friday, appears to have shrugged off recent scandals.

By Claudio Lavanga, Producer, NBC News

ROME -- He is the comeback kid of Italian politics, but Silvio Berlusconi's attempt to revive his career is under the spotlight after he defended fascist wartime leader Benito Mussolini at a ceremony for victims of the Nazi Holocaust.?

The former prime minister said Mussolini's decision to echo Nazi Germany's anti-Jewish laws had been his "worst fault" as a leader "who in so many other ways did well."

He said: "It is difficult now to put yourself in the shoes of people who were making decisions at that time. Obviously the government of that time, out of fear that German power might lead to victory, preferred to ally itself with Hitler's Germany rather than opposing it."

The remarks, given?to reporters in Milan on Sunday, prompted outrage from many quarters in Italy and overseas.

?He has lost the plot," said David Patsi, president of the Italian school Dante Alighieri in Jerusalem and whose father was killed in a concentration camp. "He is an idiot. But I am not surprised. Sometime he even reminds me of Mussolini."

He added: "But I don?t think he is the problem. The problem is that a large number of Italians agree with him.??

That helps explain why Berlusconi could still make his comeback, despite a track record would have forced almost any other politician to retire from public life.

In November 2011, he was forced to resign as prime minister after it became clear that his denial of the economic crisis was bringing Italy to the brink of disaster.

In October last year, he was sentenced to four years in prison for an epic offshore tax fraud, put off pending appeals to higher courts.

And, if that weren't enough, he is still on trial for allegedly paying an underage exotic dancer for sex.

His popularity hit an all-time low and the 76-year-old with a net worth of almost $6 billion --?according to Forbes magazine -- might have been expected to retire to one of his many mansions.

But he was simply waiting for the chance to strike back in the flamboyant style that won him three terms as prime minister.

Following the resignation of Mario Monti -- the technocratic prime minister who replaced him in 2011 promising to reinvigorate Italy's languishing economy -- Berlusconi has done what he does best: He carpet-bombed the Italian media with guest appearances, clocking up an impressive 63 hours of airtime in only 21 days.

In essence, it's as if during the recent U.S. presidential election, former president George W. Bush was given more airtime than Barack Obama and Mitt Romney combined.

Crisis 'wasn't my fault'
Seems inconceivable, but then Italy has always been an exception in the Western world, and flamboyant and media-friendly Berlusconi, even as an outsider, draws a bigger audience than his closest competitors combined.

Officially, Berlusconi is not actually running as a candidate prime minister -- because this was the price it took to persuade the Northern League party to join?Berlusconi's People of Freedom party in a coalition.

But a good result in the elections could mean that all bets are off.

Karima el Marough, better known as "Ruby the Heart Stealer," was called to testify over allegations that former Italian Prime Minister Silvio Berlusconi paid to have sex with her when she was still a minor. NBC's Claudio Lavanga reports.

?Italy?s economic crisis wasn?t my fault. It was the consequence of the wider international crisis,? a defiant Berlusconi recently told a TV host, before he refused to apologize for previously denying the extent of the crisis.

It would seem to be an uphill task for Berlusconi to win the premiership for a fourth time -- in polls his coalition is trailing the center-left Democratic Party by at least 12 points.

But, after his TV onslaught, Berlusconi's bloc saw its poll rating rise by 3 percentage points.

Berlusconi 'very clever'

Italians are tired of painfully high unemployment rates, rising taxes, tax-evasion clampdowns and plummeting spending power.

But it remains to be seen whether they really believe Berlusconi when he claims that the economic crisis wasn't his fault and that his tax-cutting strategy is the solution.

?Berlusconi has been very clever. He stepped aside when the new government introduced very unpopular austerity measures and has come back in the limelight only now, saying that the cure was worse than the illness,? Maurizio Caprara, a journalist for the daily Corriere della Sera, said.

?Now he is trying to rally again his troops. Many became disillusioned following his many scandals, but many, as the polls show, may decide to give him one more try,? he added.

Monti recently called Berlusconi the "Pied Piper of Hamelin," who ?leads the mice to drown in the river, having fooled Italians three times already.?

And yet, at least according to his recently rising popularity, many Italians seem to find his tune irresistible.??

The Democrat who beat Nate Silver takes on spending

Politics Confidential

Sen. Heidi Heitkamp, D-N.D., defied the odds in November when she won the closest senate race in the country, and now that she's arrived in Washington, she's defiant as ever. But now, instead of defying the pollsters, she's defying the Democratic caucus by taking divergent opinions on issues central to the President Obama's second term agenda, ranging from gun control to the environment.

Heitkamp, who says growing the economy is her top priority, is concerned that the president is changing his focus to issues like climate change and gun control.

"I think, you know the one thing that has gotten lost by everyone is one of the best ways that we can perform here is by getting people back to work, making sure that this economic recovery, slow as it is, gets amped up and moves forward," Heitkamp tells Politics Confidential. "It's one of the reasons why I've been such a big proponent of the Keystone Pipeline. There's a shovel ready, private sector jobs program, good paying jobs."

On the topic of gun control, Heitkamp does not hesitate when asked if she'll support an assault weapons ban; her answer is a definitive no.

"There's literally hundreds of thousands of guns already out there," says Heitkamp. "This isn't a solution to the problem, that's my first thing. And I think if you read the case, the Second Amendment case, you got some serious Second Amendment challenges in all of this, and my personal perspective is that you are ignoring what could actually work to prevent this from happening because you are following an agenda that you already had before this ever happened, instead of taking a look at this circumstance, these situations and how do we prevent this violence."

Heitkamp says mental health needs to be part of the conversation in finding solutions to gun violence.

?It's good early prevention, it's good early detection of people who could possibly be doing these things, and then getting intervention,? says Heitkamp. ?Take a look at what happened in Aurora, Colorado, when they called the mother, what did the mother say? ?Oh my son could never do this?, no she said ?You have the right person, I'm sorry'. Now there's a message.?

Heitkamp, who has already faced criticism from environmental groups, may also soon be targeted by an outside group built from the remains of the president's campaign and led by the president's 2012 campaign manager Jim Messina. The new group plans to put pressure on Republicans and Democrats who don't go along with the president's agenda.

"I would tell you as you talk about Jim Messina, the president lost North Dakota by almost 22 percentage points and I was still elected the United States senator and I was elected because I promised people I was going to be their voice not the voice for a political party, not the voice for a president who happens to be in the same political party that I am but I am the voice for the people of North Dakota," Heitkamp says. "I'll make my decisions based on what I believe is in the best interest of the people of North Dakota, the people of this country. And if in six years people don't agree that I made the right choices, I'll find something else to do."

To hear more about Heitkamp's fearless brand of politics, and to find out what she thinks about proving the otherwise infallible Nate Silver wrong on election night, check out this week's Politics Confidential.

NEW YORK (AP) ? Cissy Houston has a few words, and a few more, for Bobby Brown.

In "Remembering Whitney," the mother of the late Whitney Houston writes that from the start she had doubted whether Brown was right for her daughter. And she thinks that Whitney might not have ended up so "deep" into drugs had they not stayed together.

"I do believe her life would have turned out differently," Houston writes. "It would have been easier for her to get sober and stay sober. Instead she was with someone who, like her, wanted to party. To me, he never seemed to be a help to her in the way she needed."

"Remembering Whitney" came out Tuesday, two weeks short of the first anniversary of Houston's death. She drowned in a hotel bathtub in Beverly Hills, Calif., at age 48. Authorities said her death was complicated by cocaine use and heart disease.

During a recent telephone interview, Houston said she has no contact with Brown and didn't see any reason to, not even concerning her granddaughter, Bobbi Kristina. She reaffirmed her comments in the book that Whitney Houston would have been better off without him. "How would you like it if he had anything to do with your daughter?" she asked.

Houston said she wanted the book published so the world would not believe the worst about her daughter. Cissy Houston, herself an accomplished soul and gospel singer who has performed with Elvis Presley and Aretha Franklin, describes Whitney as a transcendent talent and vivacious and generous person known affectionately by her childhood nickname, "Nippy." But she acknowledges in the book that her daughter could be "mean" and "difficult" and questions at times how well she knew her.

"In my darkest moments, I wonder whether Nippy loved me," she writes. "She always told me she did. But you know, she didn't call me much. She didn't come see me as much as I hoped she would."

But, "almost always," Whitney Houston was "the sweetest, most loving person in the room."

Brown is portrayed as childish and impulsive, hot tempered and jealous of his wife's success. Cissy Houston describes a 1997 incident when Whitney sustained a "deep cut" on her face while on a yacht with Brown in the Mediterranean. Whitney insisted it was an accident; Brown had slammed his hand on a table, breaking a plate. A piece of china flew up and hit Whitney, requiring surgery to cover any possible scar.

The injury was minor, the effects possibly fateful.

"She seemed sadder after that, like something had been taken away from her," Houston writes.

For years, Whitney's drug problems had been only a rumor to her mother, who writes that concerns expressed by record executive Clive Davis were kept from her by her daughter and others. But by 2005 she had seen the worst. Houston remembers a horrifying visit to the Atlanta home of Brown and Houston, where the walls and doors were spray-painted with "big glaring eyes and strange faces." Whitney's face had been cut out from a framed family picture, an image Cissy Houston found "beyond disturbing." The next time Houston came to the house, she was joined by two sheriff's deputies who helped her take Whitney to the hospital.

"She was so angry at me, cursing me and up and down," she writes. "Eventually, after a good long while, Nippy did stop being angry at me. She realized that I did what I did to protect her, and she later told people that I had saved her life."

Brown and Whitney Houston divorced in 2007, after 15 years of marriage. When she learned that her daughter was leaving Brown, Cissy Houston was "extremely relieved" and "thanking God so much I'm sure nobody else could get a prayer in to Him."

Houston has no doubt that if Whitney were alive she would still be singing and making records. Houston said during her interview that she has seen "Sparkle," a remake of the 1970s movie that came out last summer and featured Whitney as the mother of a singing group struggling with addiction. Although Cissy Houston doesn't like movies about "drugs and all that kind of stuff," she was impressed by "Sparkle."

"I thought she was great in it and all the kids were great," says Houston, who adds that the "whole movie was hard to get through."

The book, too, was painful and her grief continues. She writes that sometimes she hears a doorbell ring and thinks it's Whitney, or sees a vase in a different place and wonders if her daughter is around. Some nights, Cissy Houston wakes up crying, not sure at first where she is.

"But then I get up out of bed, wipe my eyes, wash my face, and lie back down to my sleep. Because that is all I can do," she writes. "I am so grateful to God for giving me the gift of 48 years with my daughter. And I accept that He knew when it was time to take her."

The Global Risks That Most Worry World Economic Forum Experts

The economy has dominated the headlines for years, but unforeseen consequences of life sciences and climate change mitigation are also beginning to weigh heavily on people's minds. The World Economic Forum experts and industry leaders have gauged the likelihood and potential impact of 50 risks of global significance (the 2013 Global Risks Report came out in January). We have arranged each risk according to how much views have changed in the past year (with the biggest combined increase in estimated likelihood and potential impact at the upper left of the page); orange shading highlights science and technology concerns. Population, species loss, weapons of mass destruction, pollution and information technology figure prominently. Climate change, including worries over greenhouse gas emissions and adaptation, also factor in significantly.

Skin, soft tissue infections succumb to blue light

Jan. 28, 2013 ? Blue light can selectively eradicate Pseudomonas aeruginosa infections of the skin and soft tissues, while preserving the outermost layer of skin, according to a proof-of-principle study led by Michael R. Hamblin of the Massachusetts General Hospital, and the Harvard Medical School, Boston.

The research is published online ahead of print in the journal Antimicrobial Agents and Chemotherapy.

"Blue light is a potential non-toxic, non-antibiotic approach for treating skin and soft tissue infections, especially those caused by antibiotic resistant pathogens," says Hamblin.

In the study, animal models were infected with P. aeruginosa. All of the animals in the group treated with blue light survived, while in the control, 82 percent (9 out of 11) of the animals died.

Skin and soft tissue infections are the second most common bacterial infections encountered in clinical practice, and represent the most common infection presentation -- more than 3 percent -- in patients visiting emergency departments, says Hamblin. The prevalence of skin and soft tissue infections among hospitalized patients is 10 percent, with approximately 14.2 million ambulatory care visits every year and an annual associated medical cost of almost $24 billion (equivalent to $76 for every American), says Hamblin.

Treatment of skin and soft tissue infections has been significantly complicated by the explosion of antibiotic resistance, which may bring an end to what medical scientists refer to as the antibiotic era, says Hamblin. "Microbes replicate very rapidly, and a mutation that helps a microbe survive in the presence of an antibiotic drug will quickly predominate throughout the microbial population. Recently, a dangerous new enzyme, NDM-1, that makes some bacteria resistant to almost all antibiotics available has been found in the United States. Many physicians are concerned that several infections soon may be untreatable."

Besides harming public health, antibiotic resistance boosts health care costs. "Treating resistant skin and soft tissue infections often requires the use of more expensive, or more toxic drugs, and can result in longer hospital stays for infected patients," says Hamblin.

Top 10 Good Tech Habits Everyone Should Have

Top 10 Good Tech Habits Everyone Should HaveYou've probably heard people tell you should back up your computer, or you should have more secure passwords. Good tech habits aren't just for geeks?they can save you money, keep your personal information safe, and help you avoid frustration down the road. Here are ten tech habits everyone should have.

Already practice all ten of these habits? Good for you! Go ahead and send this on to your friends that don't, so you can finally avoid all those tech support calls.

10. Regularly Audit Your Privacy Settings on Social Networks

Top 10 Good Tech Habits Everyone Should HaveYou probably already know that social networks like Facebook aren't the poster child for privacy. Unfortunately, the only way to keep your info private?short of quitting those networks altogether?is audit your privacy settings every once in a while. Learn what each of those settings does and tweak them accordingly. You might also check out sites like AdjustYourPrivacy.com to keep up with your privacy settings on all your networks.

9. Know When You're Paying Too Much for a Product

Top 10 Good Tech Habits Everyone Should HaveTechnology isn't cheap, but it doesn't have to be a complete drain on your wallet, either. There are a lot of myths out there that'll cost you money?like buying expensive "gold plated" HDMI cables, or buying new gadgets when refurbished ones are just as good. Check out our list of money-saving tech myths for more, and never pay full price again.

8. Keep Your Desktop and Hard Drive Free of Clutter

Top 10 Good Tech Habits Everyone Should Have If your desktop looks like the picture to the left, then it's time to clean things up a bit. Not only does a cluttered desktop make things harder to find, but if you're on a Mac, it can even slow down your computer. Once you've gotten that messy desktop under control, make it a habit of keeping it organized, and transfer those same ideas to the rest of your files and folders too. The easier it is to find what you're looking for, the less time you'll spend frustrated.

7. Avoid Getting Malware (and Spreading It to Others)

Top 10 Good Tech Habits Everyone Should HaveWe all know viruses are bad, but many of us don't know exactly how they work?which is crucial to avoiding them. Do a little reading on what a virus is and examine the most common virus myths, then install a good, free antivirus program on your computer (and get rid of any existing viruses while you're at it). Also, even if you aren't getting viruses, you could still be spreading them?so watch out for that too. Photo by Justin Marty.

6. Stay Safe on Public Wi-Fi

Top 10 Good Tech Habits Everyone Should HaveWhen you're desperate for Wi-Fi, it can be tempting to connect to that open "linksys" network or the password-free network of a nearby Starbucks. However, doing so opens you up to all sorts of attacks. It sounds a little tin foil hat-y, but you really should be worried about your security. It doesn't take any hacking experience to sniff out someone's Facebook or other credentials, all it takes is a little evil motivation. And don't think just because a network has a password that means it's safe?if other users are on that network (besides you and your family members), they can access your data. Stay safe when you're on public Wi-Fi by turning off sharing and using SSL whenever possible. Photo by ?Florian.

5. Be Smart About Hoaxes, Scams, and Internet Myths

Top 10 Good Tech Habits Everyone Should HaveThe internet is rife with scams, hoaxes, and other misinformation that you probably run into all the time without realizing it. Sometimes it's harmful?like that fake bank email that gives your identity to scammers?while other times it's mostly harmless, like a misattributed quote going viral on Facebook. Either way, though, you should try to avoid falling victim to these hoaxes, and help stop the spread. It's actually very easy to identify these myths online, and just as easy to avoid getting scammed. Just remember: if something seems a little dubious, it probably is.

4. Know What Maintenance Your Computer Needs (and Doesn't Need)

Top 10 Good Tech Habits Everyone Should HaveWe all know computers take a little maintenance to run in tip top shape, but there's no need to hand it over to some quack to get it done?most of it is easy enough to do right at home. Check out our list of maintenance tasks you need to do on Windows PCs and Macs for more info, or if your computer needs a little more help, read our guides to speeding up, cleaning up, and reviving your Windows PC, Mac, iPhone, and Android phone.

3. Use Secure Passwords

Top 10 Good Tech Habits Everyone Should HaveEven if you think you have a secure password, you might be wrong. Yesterday's clever tricks aren't protecting you from today's hackers, and you need to be extra vigilant in this age of constant security breaches. Saving your passwords in a browser is pretty insecure too?so get a good password manager like LastPass and update those passwords for the modern age.

2. Back Up Your Computer

Top 10 Good Tech Habits Everyone Should HaveYou've probably heard people say it a million times, and there's a reason for it. You always think data loss won't happen to you, but it happens to everyone one day, and having a good, up to date backup is the only way to avoid frustration down the road. Plus, setting it up is insanely easy and is something absolutely everyone can do, so you have no excuse: start backing up right now. You'll be glad you did.

1. Search Google Like a Pro

Top 10 Good Tech Habits Everyone Should HaveIf you've ever wondered how us tech geeks know everything that we do, here's our secret: we pretty much just Google everything. With the right Google skills, you can find information about nearly any tech problem you're having, and fix it yourself without anyone else's help. Check out our top 10 tricks for speeding up and beefing up your Google searches to become a search ninja, and avoid frustrating calls to your resident computer tech for advice.

Artiphon's 'Instrument 1' is an iPhone powered multi-instrument, we go hands-on

Artiphon's Instrument One is an iPhone powered multi-instrument, we get hands-on

Music, MIDI and mobile? Seen that before, right? Well, yeah, but sometimes something comes along that surprises everyone. Artiphon's Instrument 1 is one such thing. And after all, there's more than one way to crack a nut. Artiphon's method involves creating a high-quality muli-instrument device that uses an iPhone or iPod touch as its brain. So, this is no plastic (bear with us) "appcessory." The Instrument 1 is made out of special quality African hardwood, and centers around an intentionally ambiguous design. There is a pair of high-quality custom speakers that give impressive 30W onboard sound. There is, of course, a line out and MIDI in / out too. The prototype we saw today doesn't have a built-in battery, but final production models will, making this a truly portable, complete solution. Dr Mike Butera, the firm's founder, was keen to explain to us that this is intended not to replicate one specific device (though it does a great job of guitar, violin, banjo and more), but rather to enable musicians to be able to work in a way they want to. The Instrument 1 works with any core MIDI enabled app, but there are plans to release a companion app for more detailed / custom mappings in the future. We got a private tour of the device, to tip-toe past the break for more.

The first thing we noticed was how authentic it felt. Authentic what? Well, ok, that's a little harder to explain. It definitely felt more like holding an instrument, than a MIDI device or an accessory component though. The oiled wood finish, metal speaker grilles and overall quality of the device make it feel like something you'd wield with care. The iPhone section is also pleasantly discreet. Sure, it takes somewhat center place, but at the same time keeps it out of the way when you're playing. Under the neck you'll also find some additional controls that steer the Instrument 1 in more dedicated instrument directions (bass mode for fret tapping, banjo mode with arpeggios etc). The small black box below the iPhone housing serves as a strum-surface (or when in violin mode, the area you "bow"), and the neck section is largely akin to a guitar neck, but when approached creatively, can be used in all manner of ways, such as drum-pads when resting on your lap. For those that want to know, it's currently sporting a 30-pin connector, but has room enough so that you can also use it with a lightning adaptor. There's also a physical volume control and a USB port.

As for the MIDI options... there are plenty. Polyphonic aftertouch, vibrato, versatile modulation and mapping, to name a few. There is an octave switch on the neck, also, so that you can get a wide range of musical notes with ease. Mike showed us that as there are two sensors on each neck-note, you can effectively cram two octaves into the same space too, should this better suit your needs. As mentioned above, currently this is the third prototype, but full production is expected soon. How much, then, does Artiphon want for the Instrument 1? That'll be $800 when it eventually rolls out towards the end of this year. A tall price for a MIDI controller perhaps, but you'll be replacing your entire band at the same time. Just don't tell them yet. Go south for the demo video.

Hookup Culture: Why Millennials Struggle With Attachment and ...

It turns out that there are ?Strings Attached? in our ?Friends with Benefits? Culture

Historic Christian morality and modern neuroscience have come to the same conclusion: sex forms a nearly inseparable?bond. ?

by Mike Friesen?? Launch Ministry

millennial-intimacyWhat is going on with Millennials and their sexuality? Friends with Benefits? No Strings Attached Relationships? Hooking up?

What we see in the Millennial generation is a generation that didn?t want to see the dysfunctional marriages that they themselves lived with when they were growing up and yet they still wanted to sustain and gratify their sexual urges (hence, these uncommitted relationships). My generation is having a hard time forming attachments with other people.

Erikson and Freud more Kutcher and Portman

You can blame it on Hollywood. Movies like ?Friends with Benefits? with Justin Timberlake and Mila Kunis or ?No Strings Attached? with Ashton Kutcher and Natalie Portman certainly chronicle the issue, but they hardly caused it. You could blame it on a culture that is built around instant gratification. You could even say that it is our ultimate desire that we just want to do what other people are doing so that we aren?t a social oddity.

imgresUltimately, I believe it comes down to an identity problem.?No matter how we go through life we will assert our imprint on the world. Even social disengagement is a form of social engagement. How we interact with the world stems from a fundamental understanding of who we think we are. So in my sexual relationships, I have sex (or don?t have sex) with those based on how I understand myself and how I understand myself through others.

One of the most renowned 20th century psychologists Erik Erikson noted that the age in which we are supposed to be developing meaningful and bonding relationships happens between 18-30 (the age of the current Millennial relationships). Erikson believed, and I believe rightly, that it takes two whole people to bond and create whole relationships. It isn?t rocket science that broken people tend to create two types of social reactions when relationships are imposed upon them: codependent relationships or retreating into isolation.

Neuroscience and Morality?

MPW-55789As Christians we believe that when we engage in sexual activity that there is a bond that is inseparable. Neuroscience has come to the same conclusion. When people have sex, several chemicals in their brain are released: one is oxytocin and another is dopamine. Oxytocin is the bonding chemical. When we have sex with someone we are supposed to be bonded to this person.

The more bonds we form with others, and these relationships are torn apart or disengaged, the more we struggle to bond with another. Dopamine is the feel good chemical. The more dopamine is released in our brain, the more we become attached to it. This is how sexual addictions are created. Sigmund Freud also called this engagement where sexual activity is used as a form to merely annihilate the tension we feel in our body a Death Instinct. It seems that from the Bible to neuroscience to Freud, that our sexuality outside of Eros, out of continual longing for union with a person, that our actions will lead to some form of biological or metaphysical death.

It?s Identity

All of this to bring us back to our fundamental question: Who am I? When we don?t know who we are, we won?t know what to do in our social engagements (sexual or not). Maybe our critique of the Millennial generation, my generation, comes from a poor or broken understanding of who we are. For Christians, we are called to help people understand who they are in Christ (as the beloved). If we are not Christians, how do we invite people into wholeness? How do we help people find themselves? How do we help people find one another?

Small business uneasy about tax collection - Salt Lake Tribune

In this Tuesday, Jan. 15, 2013, photo, CEO and President Mike Faith of Headsets.com checks his inventory in his offices in San Francisco. Headsets.com, might have to hire two staffers to handle the administrative work if what's called remote tax collection becomes law, says Faith. The company has operations in California and Tennessee, but sells to all 50 states. Currently, federal law only requires the company to collect tax in those two states. (AP Photo/Eric Risberg)

Small-business owners may be closer to losing an advantage they?ve enjoyed during the e-commerce boom ? being exempt from collecting sales tax in states where they?re not located. And they?re worried they will have to spend more money in the process.

Under federal law, a state or local government cannot force a company to collect sales tax on a purchase unless the business has a physical presence in that state. The physical presence could range from an actual store to an office, warehouse or distribution center. The sale could be conducted online, over the phone or through mail-order.

The arrangement saves money for shoppers who use price comparison websites or mobile apps, and those who spend time surfing for the best overall deal.

But Washington lawmakers currently have several bills in the works that would end all that by forcing companies to collect the tax. Businesses are split over the issue.

On one side are small retailers who say they wouldn?t be able to bear the costs of collecting the tax and filing reports states and local governments require. They?re worried they?ll have to buy software, hire staffers and deal with the hassle of keeping up with collecting tax from states and thousands of municipalities.

Headsets.com, for instance, might have to hire two staffers to handle the administrative work if what?s called remote tax collection becomes law, says CEO Mike Faith. The company has operations in California and Tennessee, but sells to all 50 states. Currently, federal law only requires the company to collect tax in those two states.

Faith expects the law would force him to hire workers to help his San Francisco-based company comply with it. "It?s useless employment. It doesn?t add value to the company It?s just another cost burden."

On the other side are in-state sellers and larger retailers with physical locations dotted across the country who sometimes lose business to competitors who don?t have to collect the tax. Even if two retailers charge the same amount for an item, many shoppers choose the seller that doesn?t collect taxes.

"It?s a problem that needs to be addressed. It?s an un-level playing field," says David French, a National Retail Federation lobbyist.

And on yet another side, are state and local governments that stand to collect billions in uncollected revenue if a bill makes it through Congress. States have wanted the tax money for decades and are particularly anxious for it now because tax revenue is down following the recession. The payoff could be substantial. In 2012, there was as much as $11.4 billion in uncollected taxes on Internet sales alone, according to University of Tennessee researchers.

story continues below

State and local government officials have wanted to change the law for years, even before the catalog boom of the 1980s and the Internet boom of the ?90s.

Small-business owners have resisted along the way. They argue that the burden of keeping up with the estimated 15,000 different sales tax rates charged by the 7,500 to 9,600 jurisdictions made up of states, counties, cities and towns, is just too much.

They have a point. Knowing how much to tax, and where, can be complicated. For example, Elgin, Ill., a suburb of Chicago, is located in two counties, Cook and Kane. In Cook County, Elgin?s sales tax on general merchandise is 9.25 percent. In Kane, it?s 8.25 percent. The state?s base sales tax is 6.25 percent.

What is taxed also varies widely. In Massachusetts, baby oil is tax-free, but baby lotion and powder aren?t. In states including New York, there?s a tax on shipping charges on items. Others, including California, don?t charge if you get merchandise delivered by the U.S. Postal Service or delivery services like UPS and FedEx.

The effort to change the law intensified as the growth of the Internet increased and companies? out-of-state sales volume swelled. Many sellers felt protected by a 1992 U.S. Supreme Court ruling that states could not force out-of-state sellers to collect sales tax. But the court, in effect, invited Congress to create a law that would give the states the authority to require that taxes be collected.

States have a lot of incentive to go after the revenue. The combined budgets of all the states had deficits of more than $100 billion a year from 2009 through 2012, primarily because of the drop in tax receipts during and after the recession, according to the Center on Budget and Policy Priorities, an organization that studies tax issues.

Three separate bills were introduced in the last Congress that would authorize the states to require remote sellers to collect taxes. In the Senate, the Marketplace Fairness Act had bipartisan support but did not come to a vote. Sen. Dick Durbin, D-Ill., one of the bill?s sponsors, has told The Associated Press the bill was tabled because of concerns by Sen. Max Baucus, D-Mont., about the burdens tax collection would place on companies in his state, where there is no sales tax.

T.J. Grant and Ryan Bader shine at UFC on Fox 6: preliminary card results

CHICAGO -- The UFC on Fox 6 preliminary card featured a first-round knockout, a first-round submission, and a decision that will be discussed for a long time.

T.J. Grant used elbows early in the bout to batter Matt Wiman's face, and then used them to finish the fight. From the standing position, Grant threw elbow after elbow to send Wiman to the canvas. He finished with a punch or two in a knockout so vicious that it left blood droplets on the camera. The bout was stopped at 4:51 in the first round.

Clay Guida took the decision in front of a raucous home crowd, but it was hardly clear cut. Hioki had much better striking in the first round, though Guida pulled out a takedown late. In the second, Guida had a big slam and controlled him for the majority of the round. Hioki tried for submissions, but wasn't close to submitting Guida. The third round followed the same script.

One judge saw the fight 29-28 for Hioki, but the other two saw it for Guida, 30-27 and 29-28. Guida grew up in the suburbs of Chicago, and had a large backing at the United Center.

Ryan Bader rebounded from his loss to Lyoto Machida with a quick win over Vladimir Matyushenko. He caught Matyushenko in a guillotine choke in just 0:50, giving him the fastest submission in the history of the UFC light heavyweight division. This win puts Bader back in the 'W' column after getting knocked out by Machida in August.

Afterwards, Bader asked for a fight that could put him back near the top of his division.

?I?ve worked my way to being very close to getting a title shot before, then I got KO?d by Lyoto last time but everyone gets beat in the UFC. Not everyone bounces back. I was determined to bounce back. I?d like to fight someone ahead of me in the rankings. I was honored to fight Tito Ortiz and Rampage Jackson, guys I idolized coming up before I was in the UFC. I?d love to fight another legend in Shogun Rua. I think we?d have a great fight and to share the Octagon with him would be an honor.?

Pascal Krauss dominated Mike Stumpf on the way to a decision win. Krauss used kicks to keep Stumpf at bay, and the judges saw the fight 30-27 on all three cards.
Mike Russow, a police officer in Chicago, had a strong first round against Shawn Jordan. He teed off on the former LSU football player several times and even opened a cut on Jordan's face. But in the second round, it was all Jordan. He took Russow down, took his back and rained down shots until Herb Dean stopped the fight at 3:48 in the second.

Sean Spencer survived a nasty, nasty neck crank at the end of the second round, holding on until the horn sounded. But his submission defense didn't hold up in the second round. Natal first bent Spencer's arm back in a way that made you wonder how Spencer's arm could stay attached. Spencer survived that attempt, but couldn't stop the arm triangle. The fight was stopped at 2:13.

In the opening bout on Facebook, David Mitchell had much better striking than Simeon Thoresen and avoided submission attempts. Mitchell took the unanimous decision, 30-27 on all three cards.
