Capriles leads big rally in Venezuelan capital

Opposition lawmaker Julio Cesar Reyes said on Saturday that a group of Chavez's supporters blocked the caravan and people on both sides were arguing when a gunman appeared and started shooting.

Opposition officials said both men killed were participants in the motorcade of Capriles supporters.

Chavez, meanwhile, rallied thousands of supporters on Saturday in Guarenas, a town east of Caracas, telling them: "It's impossible for us to lose." The crowd chanted: "Ooh, Ahh, Chavez won't go!"

Electrons confined inside nano-pyramids

ScienceDaily (Sep. 28, 2012) ? Quantum dots are nanostructures of semiconducting materials that behave a lot like single atoms and are very easy to produce. Given their special properties, researchers see huge potential for quantum dots in technological applications. Before this can happen, however, we need a better understanding of how the electrons "trapped" inside them behave. Dresden physicists have recently observed how electrons in individual quantum dots absorb energy and emit it again as light.

Their results were recently published in the journal Nano Letters.

Quantum dots look like miniscule pyramids. Inside each of these nano-pyramids are always only one or two electrons that essentially "feel" the constricting walls around them and are therefore tightly constrained in their mobility. Scientists from Helmholtz-Zentrum Dresden-Rossendorf (HZDR), TU Dresden. TU Dresden and the Leibniz Institute for solid State and Materials Research Dresden (IFW) have now studied the special energy states of the electrons trapped inside individual quantum dots.

Sharp energy levels

The behaviour of electrons in a material essentially determines its properties. Being spatially constrained in all three spatial dimensions, electrons inside a nano-pyramid can only occupy very specific energy levels -- which is why quantum dots are also called "artificial atoms." Where these energy levels lie depends on the chemical composition of the semiconductor material as well as the size of the nano-pyramid. "These sharply defined energy levels are exploited, for example, in highly energy-efficient lasers based on quantum dots. The light is produced when an electron drops from a higher energy level into a lower one. The energy difference between the two levels determines the colour of the light," Dr. Stephan Winnerl of HZDR explains.

Seeing electrons inside individual quantum dots

The researchers in Dresden working with Dr. Winnerl were recently the first to succeed in scanning transitions between energy levels in single quantum dots using infrared light. Although, they could only do this after overcoming a certain hurdle: While the pyramids of indium arsenide or indium gallium arsenide form spontaneously during a specific mode of crystal growth, their size varies within a certain range. Studying them with infrared light, for example, one obtains blurred signals because electrons in different sized pyramids respond to different infrared energies. This is why it is so important to obtain a detailed view of the electrons trapped inside a single quantum dot.

The scientists approached this task with the special method of scanning near-field microscopy. Laser light is shone onto a metallic tip less than 100 nanometers thick, which strongly collimates the light to a hundred times smaller than the wavelength of light, which is the spatial resolution limit for "conventional" optics using lenses and mirrors. By focusing this collimated light precisely onto one pyramid, energy is donated to the electrons, thereby exciting them to a higher energy level. This energy transfer can be measured by watching the infrared light scattered from the tip in this process. While near-field microscopy involves major signal losses, the light beam is still strong enough to excite the electrons inside a nano-pyramid. The method is also so sensitive that it can create a nanoscale image in which the one or two electrons inside a quantum dot stand out in clear contrast. In this fashion, Stephan Winnerl and his colleagues from HZDR, plus physicists from TU and IFW Dresden, studied the behaviour of electrons inside a quantum dot in great detail, thereby contributing towards our understanding of them.

Infrared light from the free electron laser

The infrared light used in the experiments came from the free electron laser at HZDR. This special laser is an ideal infrared radiation source for such experiments because the energy of its light can be adjusted to precisely match the energy level inside the quantum dots. The laser also delivers such intense radiation that it more than makes up for the unavoidable losses inherent to the method.

"Next, we intend to reveal the behaviour of electrons inside quantum dots at lower temperatures," Dr. Winnerl says. "From these experiments, we hope to gain even more precise insights into the confined behavior of these electrons. In particular, we want to gain a much better understanding of how the electrons interact with one another as well as with the vibrations of the crystal lattice." Thanks to its intense laser flashes in a broad, freely selectable spectral range, the free electron laser offers ideal conditions for the method of near-field microscopy in Dresden, which benefits particularly from the close collaboration with Prof. Lukas Eng of TU Dresden in the scope of DRESDEN-concept.

BELGRADE, Serbia (AP) ? On a bright autumn day, Renato Grbic was out fishing on the Danube with his brother when he heard a big splash. At first, he thought somebody had thrown something off the bridge.

Then he saw a man flailing in the water.

"We hurried and pulled the man out," Grbic recalls. "I remember telling him: Such a glorious day and you want to kill yourself!"

It was the first time Grbic saved a life. From that day 15 years ago, his own life would never be the same. The bright-eyed, tattooed restaurant owner from a shabby industrial zone on the outskirts of Belgrade has rescued 25 people who tried to kill themselves by jumping off the tall bridge over the Danube.

Always on alert in his little wooden motor boat, the burly 51-year-old has pulled people out of the river's muddy waters without asking for anything in return.

"I couldn't turn my back on them," Grbic said. "They are desperate people."

Grbic has been dubbed the "Superman of the Danube" by his admirers and awarded a hero's plaque by Belgrade city authorities. But even "Superman" can't save everybody who jumps off the 18-meter- (60-foot-) high bridge: At least as many as he had saved have killed themselves at the spot since Grbic's first rescue.

"When I hear that someone has jumped and I wasn't there I really feel bad," he said. "My eyes are always on the bridge."

The Pancevo bridge became a favored suicide spot because it is Belgrade's only bridge over the Danube, which is bigger and colder and has stronger underwater currents than the city's other river, the Sava.

The first person Grbic pulled out of the Danube turned out to be a mental patient. Grbic took him ashore, gave him dry clothes, hot tea and cigarettes. Later, an ambulance came and took the man away.

"That was it," Grbic says. "He didn't speak, they never do."

Over the years, Grbic has rescued men and women of all ages and social backgrounds. Grbic remembers them all, but "they never return or call, they hardly ever say thank you."

Goran Penev, a researcher with Serbia's Institute of Social Sciences, said Serbia's suicide rate is at the upper side of the European average. Penev noted there was a sharp rise in the early 1990s, at the beginning of the wars in the former Yugoslavia, but the situation has been relatively stable ever since. In 2011, nearly 1,300 people in Serbia ? a country of 7 million people ? took their lives.

Grbic has found that some of the people he rescued had cancer or other terminal illnesses, while others cited poverty or unrequited love.

All, he said, felt lonely.

"It is a cry for help," he said. "They often do it in daytime so they would be seen. They want attention, love."

Only a couple of weeks ago, a 22-year-old girl threw herself off the bridge near Grbic's restaurant. He was there to pick her up and ask: "Why did you do it?"

"For my boyfriend," she replied. "Do you think he would do it for you?" he asked in return.

Grbic said the girl was conscious and clear-minded when he plucked her out of the water. In winter, however, it is a question of minutes before people will lose consciousness in the freezing Danube and drown.

On one of those days, in mid-January about seven years ago, Grbic was just preparing to turn his boat to shore and go home ? when he heard a scream.

An 18-year-old woman going through a mental crisis had burst out of her parents' car at the bridge, taken off her jacket and jumped, shouting: "Goodbye mom!"

Grbic said something had made him stick around: "It was a very windy day, a few minutes later and I would have gone."

The girl, Grbic said, is the only one who has stayed in touch.

Every January she comes to his fish restaurant to celebrate her "second birthday." She is married now and has a child. Grbic was invited to the wedding reception.

"My heart leaps every time I see her," he said.

Grbic has little or no information about what happened to the others he saved. It would be nice, he says, if they came to tell him how they were over a brandy at his restaurant.

"I gave them a second chance and it was up to them to use it well."

Issa, Turner threaten Geithner with subpoenas on Delphi documents

House oversight committee Chairman Rep. Darrell Issa and Ohio Republican Rep. Mike Turner on Thursday officially threatened to use subpoenas to force Treasury Secretary Timothy Geithner to provide Congress with all documents related to the Delphi pension scandal if he doesn?t come through by Oct. 9.

?Despite our repeated requests for all responsive documents and communications, the Treasury Department has only proffered a limited number of documents, many of which were already publicly available,? Issa and Turner wrote in a Thursday letter to Geithner.

Issa and Turner cited an early August report in The Daily Caller that included emails obtained and published showing that the Treasury Department and the White House drove the cutoff of 20,000 nonunion Delphi autoworker retirees? pensions.

?Documents recently made public under the Freedom of Information Act, however, demonstrate that the Treasury Department was ?the driving force? behind the decision to terminate the pensions of Delphi?s salaried employees,? they wrote, citing TheDC?s early August article. ?Although the Treasury Department has maintained that [the Pension Benefit Guarantee Program] PBGC alone made the decision to terminate the pensions of Delphi?s salaried employees, these documents appear to indicate that Treasury Department officials and members of President Obama?s Auto Task Force played a large role in this decision.?

Turner and Issa attached their previous document requests to Geithner ? from August 2011 and January 2009 ? to the letter, and added that this is a final offer: ?If the department does not produce all the requested material by October 9, 2012, the committee will be forced to consider use of compulsory process.?

?Compulsory process? is a reference to subpoenas, which can be enforced with a contempt of Congress resolution.

Issa has already shown the Obama administration that he is willing to issue subpoenas if necessary ? he served one on Attorney General Eric Holder in October 2011 after months of Holder not producing Operation Fast and Furious documents to Congress. Issa enforced that subpoenas when the House of Representatives voted on a bipartisan basis in late June to hold Holder in both criminal and civil contempt of Congress. That fight remains ongoing.

Colorado "Frozen Dead Guy" festival to go on with or without corpse

DENVER (Reuters) - The frozen corpse that has inspired a Colorado town's whimsical "Frozen Dead Guy Days" celebration may soon be put on ice somewhere else, but festival organizers said the body's removal will not have a chilling effect on the annual event.

"We will continue on whether or not Bredo Morstoel is here," festival owner Amanda MacDonald said Wednesday of the man whose body has been packed in dry ice outside Nederland, Colorado, since 1993.

A financial dispute between Morstoel's grandson, Tryve Bauge, and the man hired to replenish the dry ice on a monthly basis, Bo Shaffer, has led to Bauge threatening to move his grandfather's body out of Colorado.

Each month for 18 years, Shaffer has hauled 1,700 pounds (770 kg) of dry ice - carbon dioxide in solid form - to a remote shed above Nederland to keep the corpse of Morstoel at minus-24 degrees Fahrenheit (minus-31 degrees Celsius) and in a state of cryonic suspension.

But Shaffer said he quit after Bauge refused to pay for the rising costs of fuel and ice, which has made the endeavour unprofitable.

"It takes two of us to make the four-hour roundtrip," Shaffer told Reuters. "My quitting is the only way to get his (Bauge's) attention."

Bauge, who lives in Norway, did not immediately return an email message seeking comment about the dispute. But he told the Boulder Daily Camera newspaper that he is exploring the possibility of moving his grandfather to the Cryonics Institute in Michigan.

Cryonics is the process of freezing and storing a corpse to prevent decomposition in anticipation of medical technology that could bring the dead back to life. Liquid nitrogen, which is far colder than dry ice, is typically used for cryonic preservation.

Morstoel died of heart failure in his native Norway in 1989, and Bauge had his grandfather's body frozen and transported to a cryonics facility in California. Ultimately he had the corpse moved to Nederland, where Bauge lived at the time.

When Bauge was deported because of an expired visa, he hired Shaffer to act as an unofficial caretaker.

COFFIN RACES, HEARSE PARADE

At first, townspeople in the mountain village 17 miles (27 km) southwest of Boulder, Colorado, were aghast at the thought of a frozen body being stored in their midst.

But they ultimately embraced the idea of an annual festival surrounding its most famous, albeit deceased, resident.

The late-winter celebration features activities such as coffin races, a hearse parade, a frozen salmon toss and snow beach volleyball. There are even tours to the site of Morstoel's sarcophagus, although his remains are not open for viewing.

MacDonald said the festival attracts about 10,000 people over its three-day run, which is held in early March, and has taken on a life of its own, with or without its namesake dead guy.

The nonprofit Cryonics Institute in Clinton Township, Michigan, was founded by the late physicist Robert Ettinger, who was known as a pioneer in cryonics.

His son, David Ettinger, said by telephone that privacy concerns prevent him from discussing any potential patients. However, he did say ideal candidates for suspension are people who have recently died.

Such was the case with his father, he said, who was prepared for the procedure in the days before his death in 2011 at the age of 92.

"We've never had a patient presented to us under those circumstances," he said of a corpse that has been packed in dry ice for nearly two decades.

The institute has about 100 suspended corpses, and charges a one-time $35,000 fee and $120 annually for "human cryopreservation."

Study pinpoints epigenetic function of common cancer-causing protein: It's not what science thought

ScienceDaily (Sep. 25, 2012) ? Squamous cell carcinoma (SCC) is diagnosed in about 700,000 people in the United States every year. Commonly contributing to SCC is a protein called DNp63a -- it goes abnormally high and the ability of a patient's body to kill cancer cells goes abnormally low. In many cases of SCC, it's just that simple. And science thought the function of DNp63a was simple, as well: the tumor suppressor gene p53 is responsible for recognizing and killing cancer cells, and in SCC, it's usually inactivated. It looked like high DNp63a repressed p53, made SCC.

A University of Colorado Cancer Center study published September 26 in the journal Genes & Development throws the accepted role of DNp63a on its ear. Though high DNp63a and low p53 activity are correlated in SCC, there's no causation -- DNp63a doesn't affect p53. Instead, DNp63a employs "epigenetics" to keep cancer cells alive.

"This is a potent oncogene whose mechanism we thought we knew. But basically in this paper we demolish the accepted model. DNp63a doesn't work through p53 -- it operates through epigenetic silencing of anti-proliferative genes," says the study's senior author, Joaquin M. Espinosa, PhD, investigator at the CU Cancer Center and associate professor in the Department of Molecular, Cellular and Developmental Biology at CU Boulder.

Genes are blueprints that code for proteins and these proteins in turn drive most things that happen in the body, both good and bad. But between genes and their protein products is the layer of epigenetics -- genes may be expressed differently depending on the heritable, epigenetic features that turn them on and off. In the case of DNp63a, it employs a protein partner called H2A.Z, which in volume effectively buries anti-proliferative genes in silt, rendering them unable to go about their anti-cancer duties.

"Independently of p53, DNp63a is shutting down genes that stop cell division -- shutting down anti-proliferative genes so that cells can keep dividing and dividing and dividing," Espinosa says.

Now that the function of DNp63a is known, Espinosa is looking inside the chain of events for a breakable link.

"DNp63a itself isn't druggable," he says, "but the enzymes that partner with DNp63a for epigenetic silencing are."

With a mechanism in hand, Espinosa and colleagues can now explore in animal models the possible effects of breaking the DNp63a mechanism. Drug away an essential enzyme and DNp63a may lose its ability to cause cancer.

Below are some of our tips, and although we aren?t doctors or nurses, we share some kitchen table wisdom.? Our secrets revealed ? prevent a cold, cure a cold.

Tips from Moms when you have a cold:

  1. Rest ? it?s restorative
  2. Chicken soup ? that?s code for hydrate with: water, juice, caffeine free tea, broth.? A homemade popsicle works for toddlers and kids. Increase nursing or bottle intervals with your baby. Fluids should break up mucus.
  3. Moisture -? use a vaporizer (cold or hot mist), this is for adults and the kiddos. I wrote a cool post about this last flu season, check it here.
  4. Vitamin C (check doses for children with your doctor), you can take an Emergen-C pack to boost, and you mix it with water so you hydrate and add C simultaneously ? Woot!? Oh, and they make versions for children ? Double Woot!
  5. Probiotics have been shown to reduce the length of a cold, and even to prevent one.? Say wa?!? Another blog post from our P.A.M. Advisor, Dr. Greene on the evidence supporting using probiotics to fight a cold.
  6. Echinacea and Homeopathics ? we have zero data to support this (I?m sure there is some, but I won?t be citing any here), we tend to reach for it within the first 48 hours of symptoms and believe it helps.? (For Echinacea some brands have children?s versions that are alcohol free, preggo moms can use that too.? BTW, Homeopathics are FDA approved, check the packaging and even better, talk to a qualified homeopathic practitioner for suggested remedies).
  7. Blow you nose ? tissue, nasal nettie, and the nasal aspirator for babies: get the mucus OUT before it thickens, settles in and creates an infection.

Tips from Moms to Prevent a Cold:

  1. Hand washing ? with real soap and water, if all else fails waterless soap will do

I knew midwives existed in the world because my family is English and Australian and midwives are often the primary support for expecting and laboring mothers in those countries. Somehow I knew I was pro-midwife. In Women?s Studies classes I learned that during the Darker Ages midwives had been burned at the stake for their expertise, and that things got worse for mothers and babies when men (?barber surgeons?) took over. But I didn?t connect these stories to the reality that I could literally hire a midwife in NYC who would take care of all my prenatal visits, labor and birth and beyond. This is precisely what I did when I became pregnant for the second time in 2007. My midwife was awesome.

Midwives have gained popularity in the US in recent years. According to a recent New York Times style piece, hiring a midwife is the thing to do for fashionable New Yorkers. But still, midwifery care is far from the norm in America. Lots of newly expectant parents are understandably confused about what midwives do exactly.

A new campaign from the American College of Nurse Midwives may clear up some of this confusion. A part of the campaign? ?Our Moment of Truth??is titled ?Midwifery Myths Set Straight.? Here?s a look:

?The profession of midwifery has evolved with today?s modern health care system. But there are many myths about midwives in the United States based on centuries-old images or simple misunderstandings. You might be surprised to learn the truth about some of these common midwifery myths.?

TRUE OR FALSE?

Midwives have no formal education.

FALSE. Most midwives in the United States have a master?s degree and are required to pass a national certification exam. There are many different types of midwives, each holding different certifications based on their education and/or experience. Certified nurse-midwives (CNMs) and certified midwives (CMs) attend approximately 93% of all midwife-attended births in the United States, and as of 2010 they are required to have a master?s degree in order to practice midwifery.

Midwives and physicians work together.

TRUE. CNMs and CMs work with all members of the health care team, including physicians. Midwifery care fits well with the services provided by obstetrician/gynecologists (OB/GYNs), who are experts in high risk, medical complications and surgery. By working with OB/GYNs, midwives can ensure that a specialist is? available if a high-risk condition should arise. Likewise, many OB/GYN practices work with midwives who specialize in care for women through normal, healthy life events. In this way, all women can receive the right care for their individual health care needs.

Midwives only focus on pregnancy and birth.

FALSE. Midwives have expert knowledge and skill in caring for women through pregnancy, birth, and the postpartum period. But they also do much more. CNMs and CMs provide health care services to women in all stages of life, from the teenage years through menopause, including general health check-ups, screenings and vaccinations; pregnancy, birth, and postpartum care; well woman gynecologic care; treatment of sexually transmitted infections; and prescribing medications, including all forms of pain control medications and birth control.

Midwives can prescribe medications and order tests.

TRUE. CNMs and CMs are licensed to prescribe a full range of substances, medications, and treatments, including pain control medications and birth control. They can also order needed medical tests within their scope of practice and consistent with state laws and practice guidelines.

Midwives cannot care for me if I have a chronic health condition or my pregnancy is considered high-risk.

FALSE. Midwives are able to provide different levels of care depending on a woman?s individual health needs. If you have a chronic health condition, a midwife still may be able to provide some or all of your direct care services. In other cases, a midwife may play a more of a supportive role and help you work with other health care providers to address your personal health care challenges. In a high-risk pregnancy, a midwife can help you access resources to support your goals for childbirth, provide emotional support during challenging times, or work alongside specialists who are experts in your high-risk condition to ensure safe, healthy outcomes.

Midwives offer pain relief to women during labor.

TRUE. Midwives are leading experts in how to cope with labor pain. As a partner with you in your health care, your midwife will explain pain relief options and help you develop a birth plan that best fits your personal needs and desires. Whether you wish to use methods such as relaxation techniques or movement during labor or try IV, epidural, or other medications, your midwife will work with you to help meet your desired approach to birth. At the same time, your midwife will provide you with information and resources about the different options and choices available if any changes to your birth plan become necessary or if you change your mind.

Midwives only attend births at home.

FALSE. Midwives practice in many different settings, including hospitals, medical offices, free-standing birth centers, clinics, and/or private settings (such as your home). In fact, because many women who choose a midwife for their care wish to deliver their babies in a hospital, many hospitals in the United States offer an in-house midwifery service. And because midwives are dedicated to one-on-one care, many practice in more than one setting to help ensure that women have access to the range of services they need or desire and to allow for specific health considerations. In 2010, about 90% of births attended by midwives in the United States were in hospitals.

Throughout Latin America, new surveillance practices threaten to erode individuals' privacy, yet there is limited public awareness about the civil liberties implications of these rapid changes. Some countries are pursuing cybercrime policies that seek to increase law enforcement power without strong legal safeguards. In other nations, government-run biometric identification systems are on the rise, while certain governments are even turning to drones to aid in their surveillance activities. A culture of secrecy surrounds these surveillance practices, and citizens remain largely unaware of what types of information are being collected and how it is being used against them.?

For Latin American privacy advocates, all of this makes for an uphill battle. There are relatively few NGOs working in the region specifically on privacy and surveillance, and the lack of specialization is further complicated by a pervasive societal attitude that security trumps privacy. Despite the inherent difficulties, the fledgling privacy movement has been working tirelessly to shed light on overarching surveillance practices and to preserve civil liberties in the face of these changes. Social media and blogs have made a huge impact in activism work in several countries throughout the region.

An Argentinian digital rights advocacy group founded in 2000, Via Libre has advocated against mandatory biometric identification systems and data retention mandates. Via Libre has challenged Argentina's "electronic crime" bill, fighting draconian provisions to limit coders rights. Via Libre has also trained activists and journalists on secure communications, such as mastering the use of encryption and anonymity tools.?

In Brazil, Movimiento Mega Nao is a grassroot movement responding to threats to Internet rights. Mega Nao recently fought an invasive cybercrime bill by advocating a civil rights framework for the Internet that includes safeguards for free expression and privacy. The Brazilian Institute of Consumer Protection (IDEC) has also launched a similar campaign. IDEC, which was founded in 1987, specializes in consumer privacy and other Internet-related issues. Another important Brazilian NGO, Instituto NUPEF, educates policymakers and civil society on Internet rights, including privacy. NUPEF also publishes a specialized Internet policy magazine.

In Chile, the NGO Derechos Digitales has, since 2005, worked to promote human rights in the digital environment and advocate for more balanced copyright laws. On the privacy front, Derechos Digitales has defended bloggers and small Internet companies from warrantless demands for private user information. Relatively new NGOs, such as ONG Meta, Internet users Association (Ecuador) and Fundaci?n Proacceso (Venezuela), are also working on privacy in the region.

In Latin America, the Association for Progressive Communication's activities include research, policy analysis, and capacity building in the area of human rights on the Internet. APC has developed an Internet rights charter to guide Internet policy development. In 2011, APC compiled stories on human rights abuses in the region, which it published in its annual project Global Information Society Watch (GISWatch). Since 2008, APC, NUPEF and others have been organizing an annual regional preparatory meeting for the United Nations Internet Governance Forum (IGF).

There are also longstanding human rights NGOs who are beginning to focus more on Internet policy (including privacy). For instance: civil rights advocates Asociaci?n por los Derechos Civiles (ADC, or Civil Rights Association in English) in Argentina, has now begun turning its attention to Internet freedom. This group of Argentinean lawyers works on defending free expression and access to information at the national level and within Inter American Human Rights System. Instituto Prensa y Sociedad (IPYS), an NGO working on investigative journalism, freedom of expression, and access to public information in Latin America, has long been fighting government surveillance and protecting journalists' free expression rights. Like IPYS, Asociaci?n Pro Derechos Humanos (Aprodeh) has challenged illegal government surveillance in Peru during the Presidency of Alberto Fujimori. Fujimori has since been jailed for human rights violations after being tried for violating the secrecy of communication and other human rights abuses during his Presidency. It marked the first time a democratically elected former president was prosecuted at home for serious human rights violations, including the violation of privacy.

In 2007, ARTICLE 19 regionalized, moving from a single office to a growing number of regional offices supported by an international office in London. Article 19 in Latin American does litigation in precedent-setting cases defending free speech, and makes recommendations for improvement of draft laws. The organization has also called attention to the civil liberties implications of cybercrime proposals under discussion in the region. In Venezuela, a human rights organization called Espacio Publico is working to protect freedom of expression and access to information, while also offering trainings in privacy and security.

Academia

Brazil is one of the most advanced countries in the region working on Internet policy research, and the Center for Technology and Society at Getulio Vargas Foundation remains one of the most important groups exploring Internet policy, including privacy and surveillance. The Research Group on Public Policies for Access to Information of the University of S?o Paulo has also published good analysis on privacy and surveillance policies. The Center for Studies on Freedom of Expression and Access to Information (CELE) in Argentina has also pioneered research on freedom of expression and privacy issues.?

Voices in new territories

There is also a group of dedicated individuals, academics and bloggers with technical and legal backgrounds in the region who've dedicated time and effort to exploring the topics and increasing awareness on Internet policy.

Individuals with expertise in this area include Victor Chapela, Jose Luis Fernando Garcia, Helios Mier and Cristos Velasco in Mexico; Oscar Montezuma, Miguel Morachimo, and Marco Sifuentes in Peru; Andres Guadamuz in Costa Rica; Carolina Botero, Nelson Remolina in Colombia, Renato Jijena in Chile; Pablo Palazzi in Argentina; Pablo, Renato, Nelson and Danilo Doneda (Brazil) co-directed La Revista Latinoamerica de Proteccion de Datos Personales (Latin American Magazine on Personal Data Protection). Carolina Flores, based in Costa Rica, published a guide to protect the privacy and security of human rights activists and discusses related issues on her blog. Cedric Laurant, while based in Colombia, published The Privacy Guide for Spanish Speakers.?

There are also several hacker spaces in Latin America such as Hacklab Autonomo in Mexico DF or Escuela Lab in Peru. There is also a strong free software community that gets the word out via the Free Software Foundation in Latin America when privacy threats arise.

Global Voices Advocacy also reports regularly about privacy topics in Latin America, both in regular articles and in its Latin American Netizen report.

Conclusion

Privacy activism in Latin America is on the rise, and several countries still lack strong civil society groups working in this area. In Central America and the Caribbean, online privacy and surveillance remain largely unexplored topics, disconnected from the larger human rights agenda. Human rights NGOs in the region tend to prioritize traditional human rights causes such as health, education, citizen security and ongoing battles surrounding forced disappearances and torture. While privately funded organizations work passionately on privacy-related topics, privacy is not their sole priority. Unpaid volunteers are driving much of this activism, and the organizations struggle with limited resources.

Despite these challenges and limited coverage of their efforts in the mainstream media, support for their campaigns has continued to grow. EFF will continue to work alongside civil society groups in Latin America, and to help their efforts by sharing knowledge on core Internet rights issues with policymakers throughout the region.

MANILA, Philippines ? A new $35-million credit facility which is a key component of a broader US government effort to promote economic growth in the Philippines, will provide increased access to capital for the country?s small and medium enterprises (SMEs).

The credit facility is a key component under the US-Philippines Partnership for Growth.

Launched last November by US Secretary of State Hillary Clinton and Foreign Affairs Secretary Albert del Rosario, the Partnership for Growth will help the country move to a higher, sustained and more inclusive growth trajectory in line with other high-performing economies.

US Ambassador Harry Thomas Jr. and US Agency for International Development (USAID/Philippines) mission director Gloria Steele launched the eight-year, $35-million credit facility together with?Bank?of?the?Philippine?Islands?(BPI) president and chief executive officer Aurelio Montinola III and BPI Family Savings Bank (BFSB) president Jose Teodoro Limcaoco.

?This credit facility will help expand access to capital to allow Filipino entrepreneurs improve and develop their businesses. More importantly, increased access to credit will encourage the creation of more businesses, resulting in more employment opportunities and increased income for Filipinos,? Thomas said.

The facility will encourage lending to SMEs in three cities outside Metro Manila ? Batangas, Iloilo and Cagayan de Oro ? that are the focus of USAID?s Cities Development Initiative (CDI).

An integral part of the Partnership for Growth, the CDI aims to promote growth in cities identified for their growth potential, and to unlock and maximize the country?s potential.

?USAID?s partnership with BPI and BPI Family Savings Bank aims to stimulate targeted domestic commercial investment and increase the number of start-up businesses in the CDI cities and surrounding areas. With an eight-year coverage and five-year enrollment period, the credit facility will help reduce SME collateral requirements and allow entrepreneurs to explore new markets,? Steele said.

Montinola said BPI and BPI Family Savings Bank have long been engaged in endeavors that would help SMEs bring progress to the whole economy.

Cheaper way to produce nickel ferrite ceramic thin films

ScienceDaily (Sep. 24, 2012) ? Researchers from North Carolina State University and the Georgia Institute of Technology have demonstrated a less-expensive way to create textured nickel ferrite (NFO) ceramic thin films, which can easily be scaled up to address manufacturing needs. NFO is a magnetic material that holds promise for microwave technologies and next-generation memory devices.

Specifically, this is the first time researchers have used a chemical deposition process to create NFO thin films that are "textured" -- meaning they have an aligned crystalline structure. Arraying the crystalline structure in an orderly fashion is important because it maximizes the magnetic properties of the material.

Using a chemical deposition process also makes it easier to modify, or "dope," the NFO by adding additional materials, such as zinc. By doping the NFO, researchers can optimize the material for various applications. For example, adding zinc allows the NFO to retain its magnetic properties at higher temperatures.

The technique used to create the NFO thin films begins by introducing nickel and iron compounds into an organic solvent to create an NFO solution. The solution is then injected onto a silicon wafer that has been coated with platinum. The wafer is then spun, spreading the solution uniformly across the wafer's surface. The wafer is heated to evaporate the solvent, then heated again to 750 degrees Celsius to crystallize the NFO.

"This approach can be used to deposit textured NFO thin films over areas at least as large as 10 centimeters by 10 centimeters," says Dr. Justin Schwartz, co-author of the paper, Kobe Steel Distinguished Professor and Department Head of the Materials Science and Engineering Department at NC State. Previous efforts to create textured NFO thin films have relied on techniques that can only deposit such thin films over a small area.

The paper, "Growth of (111) oriented NiFe2O4 polycrystalline thin films on Pt (111) via sol-gel processing," was published online Sept. 19 in the Journal of Applied Physics. The paper's lead author is Safoura Seifikar, a Ph.D. student at NC State. The paper was co-authored by Edward Sachet, a Ph.D. student at NC State; Dr. Thomas Rawdanowicz, research professor at NC State; Ali Tabei, a Ph.D. student at Georgia Tech; and Dr. Nazanin Bassiri-Gharb of Georgia Tech. The research was funded by the National Science Foundation.
