Jayshree Bajoria: Is Peace With the Taliban Possible?

A new video apparently showing U.S. Marines desecrating three Afghan corpses (BBC) has prompted condemnation from the Afghan government, the Taliban, NATO, and U.S. Defense Secretary Leon Panetta. The video comes at a sensitive time; the Obama administration is in the midst of diplomatic efforts to start peace talks with the Taliban to end the decade-long war. Following a Taliban statement that it planned to set up a political office in Qatar, U.S. envoy Marc Grossman will visit Afghanistan and Qatar next week to continue consultations. The Taliban has said that the latest video will not affect (Reuters) the initiative to start peace negotiations, but some in the Afghan government remain skeptical.

What's at Stake

Peace talks with the Taliban are are seen as a crucial element in the U.S. endgame in Afghanistan. The Obama administration has announced 2014 as the deadline for withdrawal of nearly all U.S troops, currently numbering 90,000, with 23,000 to return before the end of this year. But the pace of drawdown of the remaining 68,000 troops is undetermined. In a U.S. election year, and amid growing public frustration with the war, there have been calls from some within the administration for a faster withdrawal (WSJ).

The Debate

The peace talks are riddled with challenges: the Taliban has sought the release of at least five senior Taliban leaders from the Guantanamo Bay prison; Afghan President Hamid Karzai remains wary of any talks that could sideline his government; and poor Afghan governance and safe havens in Pakistan continue to undermine a lasting solution.

In addition, the Taliban and U.S. troops continue to fight each other. A recent statement from the Taliban said that peace talks did not mean an end to fighting, nor did it mean that they accepted the Afghan constitution. A classified National Intelligence Estimate on Afghanistan (McClatchy) handed to President Obama last month reportedly also concluded that the Afghan Taliban leadership based in the Pakistani city of Quetta has not given up its goal of reclaiming power.

But Afghanistan expert Michael Semple says the new Taliban office in Qatar is a game-changer. He writes in Foreign Affairs that both Kabul and Islamabad are on board, giving reconciliation a better chance than ever before.

Policy Options

A reduced U.S. presence could also help create circumstances in which the countries in the region could "best address the threats they face from militancy," says Nigel Inkster (Telegraph), the former deputy head of Britain's foreign intelligence agency MI6 and one of the authors of a new report by London-based think tank IISS. However, the IISS study cautions that eastern Afghanistan will continue to be ungoverned territory contested among warlord factions and recommends continuing at least $6 billion per year in aid for Afghan security forces.

The bigger question for the United States and the international community is "whether they can establish the security and economic superstructures necessary to improve governance in Afghanistan," writes Vanda Felbab-Brown of Brookings Institution.

Der Spiegel reports that the Taliban office in Qatar largely came about through painstaking German diplomacy, which succeeded in bringing the Taliban to the negotiating table.

CES 2012: Windows 8 Gaze and Lenovo's Android 'Ice Cream Sandwich' TV

Even before CES 2012 officially opens its doors on Tuesday, this year's edition of the show in Las Vegas is already evidencing some novel uses of new and emerging operating systems (OS), including Tobii's Gaze "look and tap" user interface for Microsoft's Windows 8, along with Lenovo's K91SmartTV, the industry's first HDTV to run Android 4.0 ("Ice Cream Sandwich").

On both scores, it seems as though CEA industry analyst Shawn DuBravac was right on target with Sunday's prediction of 2012 as "the year of the (user) interface. Gaze goes well beyond mouse- and trackball-driven UIs -- and even beyond voice and gesturing approaches -- to let you control a PC or tablet screen through your eye movements.

For its part, Lenovo's K91 TV is designed to use the natural language processing and speech recognition capabilities of Android 4.0 to let people cast aside their remote units in favor of voice control. Unlike Sony Internet TV, the k91 will not use Google TV. Lenovo's 55-inch Android TV will also feature flicker-free 3D technology, more than 100 built-in apps, and a 5 megapixel Webcam, for face recognition-based security.?

'Eye?control' UI to run across Windows 8 PCs and tablets

Actually, Tobii first announced Gaze in March of 2011, noted Anders Olsson, Tobii's business development manager, speaking with NotebookReview.com at the CES Unveiled press event on Sunday night, just following the CEA's pre-show presentation.

Gaze's first iteration, however, ran on Windows 7. To the contrary, the follow-on version rolled out at CES will take advantage of Windows 8's touch interface, plus the abilities of Microsoft's upcoming OS to run across both Intel x86 PCs and ARM-based tablets.

"The most exciting thing about Windows 8 is that it will give PCs a more tablet-like interface. Users will no longer need to rely on the mouse," Olsson contended.

Gaze, however, is not entirely hands-free. Some use of the fingers is still required, as Olsson showed in a demo conducted on a Windows 8-enabled laptop.

"You use your eyes to point, and your fingers to control," Olsson continued. To open an application, for example, you first look at the app's icon on the screen. Then you tap the icon. To zoom in on an image, you first take a gander at the image with your eyes. Then you use a pinching motion with your hands to expand it.

Yet although Windows 8 is anticipated for availability later this year, don't expect Gaze to ready for consumer apps by then.

In November of last year, Tobii introduced a Gaze-based arcade game known as EyeAsteroids. Other than that, however, the first commerical apps for Gaze -- likely to be released at the end of 2012, or in early 2013 -- will probably come in industrial arenas like computer-aided design (CAD). Consumer apps should then follow in 2013 or 2014, said a Tobii rep, also during the demo.

Has Tobii been talking with Apple, too? "I really can't say," Olsson told NotebookReview.com.

Lenovo's Android TV won't be ready right away, either

Despite the flurry of Windows 8 announcements expected at CES, Gaze constituted virtually the only sign of Windows 8-enabled technology innovation at the CES Unveiled pre-show press event.

Over in another corner at CES Unveiled, though, Lenovo -- now the world's leading TV maker beneath HP, after surpassing Dell in that space -- pulled a new trick out of its own hat with the K91SmartTV.

Built on top of Qualcomm's 8060 Snapdragon processor, the K91 looks likely to ultimately compete with Apple TV. Don'think either, though, that you'll be able to go out and buy a K91 very soon.

Lenovo's Android TV is set to ship in China before making its way to the US and other countries. Pricing and availability dates have yet to be announced.

At the pre-show event on Sunday, Lenovo also showed new IdeaTab S2-10 and K2 Android tablets, the S2 Android smartphone, and laptops such as the IdeaPad U310 and U410 and ThinkPad X1 Hybrid, a "dual personality" PC offering the ability to switch from full-featured Windows mode to power convervation-oriented Instant Media Mode operating on a second processor.

"But there's no Windows 8 for Lenovo tonight. Maybe tomorrow night," said a rep in the Lenovo booth, in reference to a press conference scheduled by Lenovo for later on Monday.

UK police identify body found on queen's estate (AP)

LONDON ? The remains of a woman found on one of Queen Elizabeth's vast estates belong to a 17-year-old missing girl, British detectives investigating the murder said Sunday.

Forensic tests identified the decomposed body as that of Latvian Alisa Dmitrijeva, who was reported missing from her home in eastern England in August, Norfolk Police said.

The body was found by a dog walker on New Year's Day in woodland three miles (five kilometers) from the royal residence at Sandringham House.

Sandringham, in rural Norfolk, is a vast estate where Queen Elizabeth II and her family traditionally gather to celebrate the holiday season. The royal family is not implicated in the crime in any way.

Part of the nearly 31-square-mile (8,000-hectare) estate is open to the public, and the body was found at Anmer, a hamlet of several dozen people.

Detective Chief Inspector Jes Fry, who is probing the case, said police are trying to find out about any activity that took place on or near the site in August through September, and looking for people who may have worked in the area.
